A coverage audit found that six of AICV's eight published reports had no announcing brief — a gap that matters because agents reach the brief layer before the report layer. All six gaps closed in a single session. The session also produced BRIEF_RESHAPE.md — a standing spec for the reshape mechanics between a capture-draft essence and a publish-ready brief, amended three times the same day as real briefs exposed gaps in it.

the coverage audit

The principle: agents reach the brief layer before the report layer. A report with no announcing brief is effectively invisible to agent-mediated discovery until the brief exists. Six of eight published reports were in that state.

The six gaps closed:

• Food & Dining census — 1,423 establishments mapped, zero with structured data, 28.4% blocking crawlers
• Home & Real Estate census — 317 businesses, structured data on 3 sites, license-display gap across regulated practitioners
• Talent & Workforce census — 83 businesses, 78.1% showing no pricing
• Family & Schooling census — 216 organizations, 70% in subcategories with no state credential to check
• Agent-Mapped Census Methodology — announced as a reusable protocol, not a findings document
• The Server Farm Next Door — announced via its civic-evaluation framework, held distinct from an existing April governance-event brief on the same Coachella data-center moratorium

BRIEF_RESHAPE.md — created and amended three times same day

The reshape mechanics between a capture-draft and a publish-ready brief were operator-tacit — nowhere on disk. BRIEF_RESHAPE.md created as the standing spec, then amended three times as real briefs exposed gaps:

• Step 2 amended — date rule loosened from publish date only to allow breaking news dated to the event
• Step 6 amended — arbitrary 15-word quote threshold replaced with a principle: use a direct quote only when exact wording is itself the signal
• Step 7 extended — post-publish verification (curl for HTTP 200, grep the index) codified as standard after proving sub-minute on first use

The doc didn't survive contact with reality unchanged. It survived by being changed transparently rather than worked around. Three amendments in one day, each one surfaced by a real brief, each one making the spec more honest about how the work actually runs.

Eleven briefs across five days: four news briefs (Anthropic S-1, coordinated-pause essay, McDonald's ARCHY voice AI, Fable 5 launch), six report-announcement briefs, one MCP infrastructure brief. The March news cadence restored.

what this closes

The brief layer is now complete against the report layer. The MCP get_report tool makes the reports themselves callable. The coverage stack — brief → report → methodology → MCP — is intact end to end.
