extended the existing ~/cv-intel/ foundation into a full ten-city sovereign analyst network. the core new piece is distiller.py — a two-stage pipeline where haiku runs first to classify the meeting type and identify topic areas, then opus 4.6 audits the full transcript against five pillar mandates: economic development, infrastructure, housing, public safety, and governance. haiku is fast and cheap for triage; opus 4.6 is where the actual civic intelligence analysis happens.

10 city-specific sovereign analysts are now live on the anthropic managed agents console — one per coachella valley city: rancho mirage, palm springs, palm desert, indian wells, la quinta, cathedral city, desert hot springs, coachella, indio, and blythe. each analyst has its own system prompt, mandate scope, and city context. infrastructure built around them: scout.py (transcript discovery), batch_runner.py (parallel processing), recovery_runner.py (checkpoint-safe catch-up runs for historical backlogs).
